Notes

Lead AUSA in the U.S. Attorney's Office, West Palm Beach, who served as the primary prosecutor on the Epstein case and drafted the 2008 Non-Prosecution Agreement. Villafana communicated directly with Epstein's defense counsel (Jay Lefkowitz, Roy Black, et al.) during NPA negotiations from January-September 2007. She is referenced in 12+ indexed EFTA documents spanning the CVRA litigation. Her prosecutorial decisions regarding the NPA -- particularly the secrecy clause and the scope of co-conspirator immunity -- are central to Investigation 01.

Assessment

Central figure in NPA investigation. Her communications, decision-making process, and any instructions from DOJ superiors are critical to understanding why a fully-built prosecution case (82-page memo, 53-page indictment) was abandoned in favor of the NPA. Referenced across the most indexed documents of any prosecutor.
